Hull Light

the need

Hull Light provides electricity to over 10,000 residents in the Town of Hull, Massachusetts. It was managing its network in CADD files with disparate systems and an inefficient operating view. Portal for ArcGIS, ESRI Field Mobility Solutions, and the Utility Network (UN) offered the best solution. Since implementation, Hull Light’s decision making, data governance, and field operations have improved by 25%.

 

One of Hull Light’s goals was to improve workflow efficiencies and asset management to keep customer rates lower. This had been difficult due to disparate systems and siloed workflows, which resulted in managing data in too many places and slower responses to customers.

 

Using CADD meant there was no traceable connected logical or physical network. Field crews often relied on human capital knowledge or printed maps to locate items. That was compounded by analog field workflows that involved 2x the work as office staff performed data entry of field staff paper forms. Hull Light needed a modern enterprise technology solution to improve workflows, reduce customer response time, and gain the efficiencies and real-time visibility indicative of such a solution. 

the solution

Hull Light implemented Portal for ArcGIS as its path to electric UN. All data was converted from CADD to GIS. Electric Utility Network Foundation Data Dictionary was used as a stepping-stone toward a completely network-aware electric GIS. Data mapping was a collaborative effort. Portal hosts the web maps that provide office and field crews with a common operating view, which results in faster decision-making. Web Maps are used with ArcGIS Pro to manage and edit the data.

 

Survey123 was added to manage swapping of over 6,000 meters—each one potentially having multiple photos. Data is passed to a script and loaded into Salt Creek Software’s PowerManager, power billing software. Data accuracy is vastly improved and the time to go from field work to PowerManager has been reduced by 80%.

the benefits

Since Hull Light’s digital transformation, workflows are completed much faster. Data integrity has greatly improved due to mobile workflows gathering data at the source with less data entry errors. The common operating picture ensures that both field and office staff can effectively communicate about the same assets. Field staff praise the mobile workflows and how easy it was to adopt. Management is excited about the first phase setting them up for success to migrate into the electric UN while taking the opportunity to ease in at a more moderate pace and learn GIS in the initial phase. Customer response times have improved due to all the data being readily available in a single location.

 

Hull Light chose Patrick to help transition to the ArcGIS platform, and UN due to its expertise in the electric industry and partnership with Esri. Patrick’s focused, methodical approach ensured that staff understood the system and data changes while guiding them into the UN transition.
